The year is 2007. It’s the decoupled debit card. Merchants paid less when they accepted those cards. Aside from a handful of special use cases , there wasn’t mass adoption of decoupled debit cards, and merchants didn’t end up issuing many. Just like 2000, and then again in 2007 with the initial hype over decoupled debit.
