Fifty-one percent of United States consumers stated in the most recent PYMNTS Disbursements Satisfaction Report that they would prefer to receive tax refunds, child support payments and other government payments through instant payout methods. The state of Illinois is still considering digital disbursements, though innovation remains slow.

The main challenge in innovating public payments in the U.S. In Oregon, Mastercard is working with a department of revenue officials to improve their direct deposit architecture, while in Idaho the desired improvement is a wider project that would tie tax, healthcare and other types of public disbursements into an online platform.

Senator Ronald Wyden (D-Oregon) raised similar concerns. Intuit dominates online tax preparation with a 67 percent market share in 2019.
